Anuário Brasileiro do Cobre Brazilian Copper Yearbook 2018 33 By Rita de Cássia Correard Teixeira, Felipe Rainato Silva and Aron Storch Lawyers, foreign trade specialists and Sanitary Surveillance Agency - ANVISA, the Government established the Local Trade Facilitation Committees, also known as Colfacs, through Joint Ordinance no. 1,702, published on November 8, 2018. The regulation establishes that the Colfacs have the purpose of promoting the discussion among users and public entities of proposals to improve procedures related to export and import and collaborative participation in the processes of implementation of the procedures on trade facilitation, which should be materialized through meetings and deliberations between the members of the Commission. According to the Federal Government, among the other purposes of Colfacs, it is important to identify and understand what trade barriers occur at the edge and, for this reason, the Commissions will be attended by representatives of importers and exporters. The expectation is therefore to broaden the channels of dialogue between the public and the private sector, in order to improve logistical obstacles which conflict with global trade facilitation policies. Because of their local scope, the Commissions will be installed in the jurisdiction of 15 Customs of the Federal Revenue, including the ports of Santos, Itajaí, Paranaguá, Rio de Janeiro, Vitória and Manaus, and Guarulhos, Viracopos and Galeão airports. Certainly, the implementation of Colfacs opens the possibility for companies in the Copper sector to strengthen their relations with Customs and to collaborate with the identification of current barriers to foreign trade. At the same time, it allows the various segments to work in cooperation with the Brazilian Government to define trade policies that reduce bureaucracy in import and export disputes and to harmonize customs procedures with those adopted in the world. And, as the development of global trade imposes challenges and solutions for the improving of customs controls, the actions taken to promote the trade facilitation result effective gains to those which have the focus on the external market, allowing the national companies to form an attractive niche for doing business, becoming the made-in-Brazil products increasingly competitive
