83 Anuário Yearbook ABLA 2014 The ‘Greater Brazil’ Plan - the country’s industry, technology, services and export development plan - synthesizes the work being carried out by teams from the Ministry of Development, Industry and Foreign Trade (MDIC) and theBrazilianAgency for Industrial Development (ABDI) to strengtheningBrazilian companies. Launched in 2011, the Plan is based on expanding the capacity for dialogue between government, employers and workers. It is a set of proposals that have been drawn up followingpublic-private dialogue. The Plan was founded on three structural axes. The first focuses on reducing the cost of labor and capital, including measures such as payroll tax relief for labor-intensive manufacturing sectors. The second axle is the creation of specialmeasures to reduce the tax burden. Examples include Inova Empresa, which has injected US$ 32 billion into innovation projects, and Pronatec Brasil Maior,whichhas trainedmore than90,000 industrialworkers. The demand for 2014 exceeds 500,000. The third axle of industrial take sin policy instruments covering tax exemption and export credit, in addition to actions against unfair and illegal import practices, such as increasing the effectiveness of tradedefensemechanisms, all inaccordancewith the rules of theWorldTradeOrganization (WTO). The car rental and leasing segment,well representedby the BrazilianCarRentalandLeasingAssociation (ABLA), ispartofand hasbenefited from thisprocess. This isbecause, for thefirst time FederalGovernmentpolicy included the tradeandservicessector. With thecreationof TradeCompetitiveness, ServiceandLogistics Councils, the area gained space on the government agenda and consolidated itspositionas themainplayer in theeconomy. Among the efforts by the Greater Brazil Plan that have benefited tradeandservicesare thebenefits for theproductive sector, such as reducing energy costs, unburdening payroll - which included18 segmentsof retail trade - programs tomake Brazilian brands international, and networks and investments in professional training. The government’s efforts included reducing bureaucracy, boosting environmental sustainability, urban infrastructure, innovation, the international expansion of Brazilian brands, and improving consumer relations. I must highlight the inclusion of Trade and Services Program in multi-annual planning and the strengthening of dialogue with the private sector. The work done by the MDIC, through the Trade and Services Office, also extends to a number of other actions taken in partnership with state and local governments to boost the competitiveness of the sector. The importance of the service sector is evidenced by recent figures from the Brazilian Institute of Geography and Statistics (IBGE). According to the agency, the industry’s growthof 2%wasmainly responsible for the2.3% increase in GrossDomestic Product (GDP) in 2013. Highlights include information services (up 5.3%), transportation, storage and postal services (2.9%) and trade (2.5%). According to the IBGE, services had the greatest impact because they account for nearly 70% of the Brazilian productive sector. Another highlight is the fact that the sector is the largest employer in the country. These are irrefutable figures showing how important the sector is to the Brazilian economy and they confirm that the government is on the right track. We focus on gains in competitiveness for the trade sector inBrazil.
